What changes for the 2020 diploma?
The ban on charging processing fees for installments in loans had already been imposed in July 2020, but only applying to contracts signed from January 2021. This discriminated against all customers with contracts signed before that date. Faced with this inequality, Deco Proteste protested about the need to extend this measure to all credit contracts.
Considering that between January 2021 and 2022, without charging this commission, credit borrowers saved 26 million euros. On the other hand, clients with credit contracts excluded from this measure were subject to paying 72.1 million euros for this commission within the same period of time.
Finally, in April 2023, the bill that ends the charging of processing fees for installments is approved, bringing justice to affected customers.
With this diploma, more measures have emerged that benefit borrowers contracting home loans. In addition to the above rule, the initial fees for home loans are now combined into one: the process study, opening, and formalization of the credit.
Since June 28, consumers pay only a standardized commission, making it simpler to compare different credit proposals. There will be a commission with a single value and the same designation.
Another advantage that emerged with this diploma on June 28 is the possibility of porting property valuation from one bank to another. That is, when a customer requests multiple bank proposals, the appraisal fee will be valid for a certain period for any bank. Instead of having to pay the fee several times, at each bank, the consumer incurs the cost only once.
The validity of payment for this evaluation commission may be 6 months, reduced to 3 months if banks justify significant market changes.
Afterwards, despite the fact that the deed of dissolution has been free since 2020, the freeness of the document has now been reinforced. This is because banks were able to circumvent the prohibition by passing on the costs to the consumer for signature recognition. With this act now prohibited, banks are now required to provide the document proving the total settlement of a credit without any costs to the customer.
Finally, the imposition of contracting financial products or services by banks to customers during the renegotiation of credit conditions will also come to an end.
